CEO/Administrator

GENERAL DESCRIPTION OF RESPONSIBILIITIES:
The CEO/Administrator is a qualified person appointed by the Board of Directors to administrate, direct, and coordinate all the activities of the Agency. He/she functions under the direction of the Board of Directors. He/she may also function as the Clinical Manager.
The Administrator may delegate tasks related to the development of personnel qualifications and policies to others including the Clinical Manager, as appropriate, while retaining the responsibility for ensuring that tasks are completed and duties are performed.
For individuals in the Administrator role who began employment in any position within the organization prior to January 13, 2018, the following requirements are met:

  • Is a licensed physician;
  • Is a Registered Nurse or;
  • Has training and experience in health service administration and at least one year of supervisory administrative experience in home health care or a related health care program.
 
Any individual to assume the role of the Administrator role who begins employment in any position within the agency on or after January 13, 2018:
 
  • Is a licensed physician or registered nurse, or holds an undergraduate degree; and
  • Has experience in health service administration, with at least one year of supervisory or administrative experience in home health care or a related health care program.
 
Duties:
1)    Plans overall development and administration of the Agency as set forth in the Conditions of Participation and/or applicable state regulations under the direction of the Board of Directors.
2)    Keeping the governing body fully informed of the conduct of the agency through regularly written reports and by attendance at meetings of the governing body.
3)    Employing qualified personnel and arranging for their orientation and continuing education;
4)    Developing and implementing and accounting and reporting system that reflects the fiscal experience and financial position of the agency;
5)    Negotiating for services provided by contract in accordance with legal requirements and established policies of the agency;
6)    Holding periodic meetings to maintain a liaison between the governing body, the QAPI Committee and the members of the staff;
7)    Develops administrative policies and procedures relating the Agency.
8)    Directs installation of improved work methods and procedures to ensure achievement of objectives of the program.
9)    Reviews and evaluates existing policies and procedures by means of periodic studies.
10) Coordinates and integrates functional phase of the total Agency activities through regular conferences with department supervisors.
11) Interprets and transmits policy to the Board of Directors, QAPI  Committee, and supervisory staff to ensure compliance with policies.
12) Develops standards and methods of measurement of Agency activity and coordinates the annual program evaluation.
13) Prepares a yearly budget in cooperation with the Budget Committee and Board of Directors.
14) Approves monthly expenditures and monitors the financial position of the agency.
15) Prepares reports on Agency activity for the Board of Directors and QAPI Committee.
16) Determines organizational lines of authority and fixes areas of responsibility.
17) Approves hiring and termination of all employees.
18) Approves all salary increases and staff promotions.
19) Authorizes purchases of supplies and equipment.
20) Participates in coordination and implementation of an ongoing comprehensive awareness program.
21) Acts as official Agency spokesman and representative.
22) Contacts, local, state, and national associations and participates in meetings, conventions, etc.
23) Promotes educational awareness to Agency staff.
24) Manages fringe benefits programs, including pension, insurance, etc.
25) Ensures continuous compliance with all applicable federal and state regulations and Agency policy.
CRITICAL DEMANDS:
  1. Visual/hearing ability sufficient to comprehend written/verbal communication.
  2. Ability to perform tasks involving physical activity, which may include heavy lifting and extensive bending and standing.
  3. Ability to deal effectively with stress.
QUALIFICATIONS:
  1. He/she must be a professional registered clinician or licensed physician, either of whom must be licensed in the State of New Mexico, or a person with training or experience in health administration. 
  2. He/she must have at least 1 year of supervisory or administrative experience in a field related to health care.
  3. Knowledge of business management.
  4. At least one (1) year of homecare experience.
Salary Range: $95,000-$115,000/year
